Wow, I had somehow edited out the template names and taken out the UTF code/formatting above my CSS. The re establishing my theme didn't do the trick but I think naming the templates did. To get more detail on this visit, http://www.wordpressmax.com/customize-wordpress/c... – which basically says to add this code at the top,

That's odd that it does that. This glitch has been present for so long. It seems over a year according to the comment dates. I'm using WP 2.9.2 on a couple websites and had never encountered this issue before.

Today I created a simple simple page template that just centered the title and I got this issue you speak of. I did exactly as you stated and it worked. I'm still learning WP, however, in other systems something like this usually has something to do with the cache that some CMS/blogs use. I wonder if that could be the culprit?
